Ok, The girlscout races are always a bit less competitive (though some want to win, including my kid). Rules are never the best. She comes home with the box her troop leader got her. In most races, bending axles isn't illegal, however, in most races, H tread or V taper IS against the rules. If you look at the box, it will have one of 2 stamps, if there is a Z stamp, it's old wheels, if it says IN0809 it has new wheels.
