ours looks like the first picture in the post but with side walls and a back stop. our skid stops use the tool drawer liner that looks like beads attached to each other. held onto strips with 3m adhesive spray. I know this is a while ago but i used the non-slip mesh tool drawer liner to the guides with 3M adhesive spray.

we've done bake sales, silent auctions at B&G with lots of donations, candy bar sales (large box from Wholesale club) do pretty good. Our pack runs 25-30 boys. normally the candy bar sales is offered to help parents offset camping fees but you could stipulate what the funds go towards. Food sale...

Our pack has traditionally given a scout store plaque and other trinket. I like the personal touch of some of the other suggestions myself.

I also tell scouts/parents to test roll it on flat floor and see if it pulls to either side a lot. try and get it to travel fairly straight and it should on the track (if scout lines it up okay, they are only ones to handle cars on race day).

they're okay. they're not 8 foot lengths but you can add enough to make it real long. Biggest problems we encounter are weights added to the bottom without being countersunk allowing for the 3/8 inch clearance.
