It looks to be car type paint filler. I know this because I had an old mustang that I restored and the paint filler was that color. You should be able to find some at the local auto parts store near the Bondo body filler.

In reference to removal of graphite from the paint/body of the car, We use Meguire's Scratch X. It seems to also remove the finger prints and some other scratches that might occur when installing the axels. What type of paint are you going to be using? If you are using a laquer then I would just go the the local auto part store and buy duplicolor primer filler. We used some on our cars this year and it was realitvely quick in dry time (12 hours or so). It seemed to help to apply this in really light co...

You might consider going to the local hobby shop and looking into some of the plastic molding resins that are out there. You would have to then redrill the hub hole, file, sand and then polish.
