Does the GrandPrix Race Manager software have the ability to control a solenoid activated start gate and racing light tree?

Yes, it can via the parallel port. Does GrandPrix Race Manager have feature that could be used to trigger a finish line camera?

Not at this time. With the supported parallel port sensor systems this may be possible to implement, but not for the serial port timers. With serial timers, race managment software like GrandPrix Race Manager is not aware of when the finish occurred, just when the final results come in from the timer. There is one timer manufacturer, which is new to the market, that sells a photo finish system.
