To update this thread, we had several RaceReplay users run into problems with this particular webcam. So, I got a hold of a Logitech C920 to retest against and was able to replicate the issue. It was due to the hardware compression that the camera does on the live video stream. I posted an update to RR V4 to solve that problem.
If you have a video camera that does H.264 hardware compression, there is an option in the Software Settings screen that you need to select.
