How thin can you actually make the shell of the rocket, asside from the carrier of course.

The thinner the better with this caveat. You need to be careful that the top wall isn't so thin that it will "lift" the rocket while in the carrier, and make the prop hit the racing line.
I have seen rockets shaved down to 1/8-1/4 of a inch...others with lots of holes drilled in them. You can make your rocket as thin as the rules allow. The most important question is "how many winds will each rocket make" in the race? The more winds = greater stress. So if your pack is winding 100 times (you can go with a thinner rocket) than if your wind it up 125 times.
