I've seen the description for trying to weigh a wheel without removing it from the car.

In my view, it looked too error prone and complicated to implement properly.

I wish there were a simple solution.

Daunting for some perhaps, but the underlying point was that the "threat" need not be "toothless". Since the rule is merely a threat, an enforcement mechanism on hand would threaten all the more (regardless of whether the device is actually employed "after racing at the discretion of the racing officials" because of the concerns mentioned).
