I understand that DerbyTimer.com hasn't been responding to any emails for a while. But has anyone had any success with their timers? Or is this something to steer clear of?

It is a very good timer and many people have successfully built it. However, since Bert Drake has not responded to people in the last two years, I would not try to order parts from that site.

Also, if you run into problems building the timer, you'll likely not be able to get support from Bert nor from his forum, since it is broken.

That's what I thought as well. You have now confirmed my thoughts. It's a shame though, he obviously knew what he was doing.
